no longer necessary for national defense. so, that strategic entrance to this harbor was the last land that our troops and sailors and marines and soldiers would see if they departed for the pacific theater in world war ii and korea and vietnam, and also the first thing they would see upon returning back to the bay area. so, between the presidio and the head lands, we now have wonderful park lands that have been converted. we call it converting from post to park. repurposing those lands from national defense to environmental defense. and i believe it is probably the most accessful base conversion in the united states. if you haven't been to the presidio, i think you should try and make that. if you're from out of town, it's a spectacular transition there. so, these golden gate national parks that i happen to be the superintendent of has now become after 40 years the second most visited national park in our country. we get 14 million people a year that come to our parks. it has spectacular coastline, includes muir wood, alcatraz, we get to tell the stories, stories about essentially wha

has a bright line. it says if you engage in a wongful action, there is a defense called the insanity defense which never works as most of us know because we don't recognize it. should we recognize it, that's an interesting question. should we have a more robust concept of diminished responsibility in light of the understanding that some people have less control over their preferences and desires or should we have better sentencing schemes or get rid of incarceration and come up with different models of trying to deal with punishment once we understand people have wrong selections. i think those are all interesting questions, but is there free will? well, the fact that almost everybody in the audience raised either their right or left hand contemplated it and were quickly able to act and respond. that to me says, yes, there is. now what do we want to do about it? now that we understand that those of us in the audience or up here that like chocolate cake may not have control over it, how do we want to account for that if at all in the criminal justice system? to date, we haven't. in th

. that does not make any difference. the defense has been tried in court. is a civil rights statute. -- it is a civil rights statute. they can be a perfectly legitimate plaintiffs to bring a lawsuit, and there are a number of people who belong to disability organizations that actually, that is what their livelihood is, bringing these lawsuits. the gentleman over here, who was also a lawyer knows of at least one case involving two lawsuits. they started all neighborhoods. the target places like san francisco because this is an old city with old buildings, virtually none of which comply. we only have new construction that would be billed to 1988 compliance standards, usually. whatever kind of business you have, the building part does not enforce ada compliance. you have your architect look at the ada if you are going to make a major revision anyway. is very expensive to do that. the demand letter is a requirment for the state -- is a requirement for the state laws to be brought. for civil rights cases, you are expected to know the law and be in compliance. they do not make a demand un
the changes, but there is no defense to making the changes. even if it is a historical building. that is not a defense. when i get involved, it is because 90% of the time, the tenant is the only one who gets the notice, though the notice is addressed both to the tenant and landlord. next thing you see, you are handed a piece of paper by some stranger, and it is a lawsuit. then you need to find a lawyer. probably 90% of these cases are in federal court. it becomes much more costly to get a lawyer involved. most lawyers charged somewhere between $5,000 or $10,000 to get involved in some of these cases. you need to file a formal answer in the court. you will be in a mediation process, which means you will meet with people appointed by the court to try to resolve this issue. the revolution is just what i said. it is major repairs if they are appropriate, and not all repairs are in demand. and, to settle the damaged portion of the case. in my experience, the damages claimed usually run somewhere between $15,000 or $5,000, and attorneys fees generally run between $10,000 or $15,000. m
of defense pledges to do whatever it can to support the psychological health of this population. so, samhsa has taken on the military service members, veterans, and their families as an initiative to focus specifically on the behavioral health issues for this population. and to insure that any individual who needs it has access to appropriate behavioral health services. and those services are what are considered to be evidenced-based practices that are focused on recovery. that includes the center for trauma? that is correct. and we have, we have a variety of resources with-in samhsa, we have a trauma initiative, we have, um, the center for trauma-informed care, we have, um, a focus on a, making sure that what we call recovery-oriented services are available through our community providers and through the states. so, samhsa is not, um, getting in the way either va or dod doing their appropriate mission. but we are partners with them in the sense that both state authorities and behavioral health and community service agencies are understanding this population. and so, our role is to, is to c

, understanding dsca and that's defense support of civil authorities. it's the guiding principles for how our armed services are going to support civilians when something happens. and i think those are common across a lot of the themes you are going to hear today and throughout the weekend. so i'd kind of like to take those two off the table because they are sort of gimmes and put it to you, what are the things you told your boss about this exercise and what is something that for next year you would like to see us do? michelle, if you'd start us off. >> so i think that the major task for next year when we do this communications drill, which i hope we continue to do, and i think you mentioned this earlier, we assumed that all of the city's primary communications were online and operational. we used 800 megahertz push to talk radios here. we assumed that system was online and operational and i think next year it would be a really good exercise for us to pull that communications capability out of the picture and use military assets. i think we're going to have a lot of lessons learned out o
remember you know how i devour books and i am the only criminal defense attorney in possession of such a treasure. do you remember when we spent that long evening together at an airport and either coming in or leaving new york city and i had the book and had martinis and we read the book together and you loved one line "female criminals can be unwidely uncunning" and we had that conversation about why airportings never have clocks and after that i saw you two times and more sorrow and the first is when you family were in the gold country and i met you there before we went back to our house. although it was summer rain pored all day long. the pewter sky was inseparable from the horizon and you my brother and by that time were also becoming inseparable from the horizons of your illness and the line between you it and were blurring. it was during that first visit i understood that you would die and not eventually but sooner than that you. you were in a wheel care and -- chair and we waited while abbey and the boys got the care. it's the first time we were alone together.
's all right. i already feel the glow of san francisco's progressive approach to things. and in defense to the other counties, i think that, you know, that's the challenge we always face with legislation, should one size fit all? and i think that the whole purpose of the realignment approach was to allow individual counties to experiment with
out actually teaching self-defense to girls. what was striking to me was i was not going to the root causes why kids were getting into situations or losing their voice. i created a course called speaking up then decided to write a book because i thought i was working with girls a lot, people didn't seem to understand, they wanted to talk about issues of girls but they didn't understand or weren't thinking about the larger consequences of how girls were interacting with each other. i was working with boys in equal numbers to girls, i have always continued to do that, but i wrote queen bees and wanna-be's to show the unwritten rules, what could we do to be more credible and competent in the lives of girls. that is what i do. in fact, when lee came to me about 3 or 4 years ago, we were at a party, a mutual friend's birthday party, i know a lot of people do work pretty similar to ours, people come to you and say i want to do this bullying thing. i probably get an email a day today from 12 to 14-year-old kid saying they are doing a music video about bullying, right? >> which is awesome
of you, tomorrow we're going to have the former secretary defense william perry speak. and the final speaker tomorrow will be the commander of north com, it will be the first time the northern command... >> ladies and gentlemen, welcome to day two of the senior leader seminar for san francisco fleet week 2012. we had a great day yesterday and we're going to have an even greater day today. we've got a number of people that i would like to bring up to welcome you all. while this senior leader seminar is going on, there's a number of other activities that are going on at the same time. and a very important activity is some training that's taking place on treasure island. it's training by the san francisco fire department and it's become a huge hit with the marines and the sailors that are able to get this training. with that, i'd like to have our police chief -- fire chief from san francisco, chief hayes white, come forth and talk to you about some of these events and the fire department's role. thank you. >> thank you, thank you very much. thank you, general. good morning, everyone. we
and be working much more closely with the department of defense, all levels with our military which it was a strong working relationship there and these were just some of the take aways for me. interested to hear what others have to say about that. but again, i came out of there feeling very positive and with a few punch list items that wopt take much for the city to do but that we can put in place and we will be that much stronger when the earthquake happens. >> from our perspective it was very seamless, cooperative. we understood the cq structure right there out of the gate, we're there to support. we fell in under the department of public works rep and we have some training in ics, there's dod instructions, cnic instructions, they are not our operational chain of command but we all work on bases so we're there to support them also if needed. so we do have some understanding of ics. our challenge is to become more familiar with the ics system so we're more fopl when we get into a system to support that. there are planners that get that training but we need to take it a level
layered defenses against that. >> miss yeager, i don't know if you want to say anything from a national guard perspective. >> we have some mobile explorable platforms we can send out to incidents to help provide additional infrastructure in the event everything breaks down then our units have organic communications capability so i can move that out and i can help reinforce cal fire on their incident with what i have in the aviation brigade and units through the state of california have that same communication but the iceu, which is a mobile communications platform, is ideal in events like this to push out to help. >> any other questions? >> i have one. back in 1992 when it was a big fire season and there was a lot of grass, they came to us and i was down at camp pendleton and they asked us it train marines on shovel work. what happened about 6 months later, they ended up sending two battalions to yellowstone. i haven't heard any discussion at all, do you expect the military, the guard or the active forces to be training people to do shovel-like work? all you have talked about so far
